PERTH, December 4. The Governor opened the State Parliament. Speaker Troy was re-elected. The Governor’s Speech referred to the effects of the war and the drought. The session will be devoted to financial measures for the relief of drought-affected settlers and the unemployed. No controversial measures will be submitted. MELBOURNE, December 4. The opening session of the twentyfourth Victorian Parliament has commenced. The Governor, in his Speech, stated that the sessio nwould be occupied in making provision for the services for the year. SYDNEY, December 5. In the New South Wales Legislative Assembly the Motor Tax Management Bill and the Income Tax Management Bill were introduced. The Premier tabled a- return showing that a contract for 225 locomotives, costing £1,335,707, had been placed with the Clyde Engineering Company.
