PANAMA CANAL DELAYS
THE QUESTION OF LIABILITY. WASHINGTON, November 19. Colonel Goethals, commander of the Panama zone, has ruled that ships passing through the Panama Canal that are delayed by landslides cannot claim demurrage against the canal authorities. The question is likely to be fought out in the courts.
