CETTINJE, November 24. An armed band of Albanians crossed th« new Montenegrin frontier and attacked the Albanian outposts at Tuzi. After severe fighting the invaders were repulsed, with considerable loss. BERLIN, November 24. Under the initiative of the Powers th* clans in Albania will formally elect f sovereign in December.
