NEW TiTORK, October 2!J, Addressing the Southern Commercial Congress at Mobile (Alabama), President Wilson declared that the United State* sought no more territory, and "would never try to secure an additional foot by conquest. ' The duty of the United State* was to emancipate other American Republics from the material influence of foreign countries. Because concession* were granted to these countries the latter were able to influence the Republics unduly, and in this way were likely to become intolerable unaer certain circumstances.

President Wilson added that they had heard of concessions to foreign capital in Latin America, and the Latin States wer* thereby likely to have their affairs dominated by foreign influences. Such a position was apt to become intolerable. Th* nations to the southward would bo drawn closer to the United States because of these circumstances. He drew an eloquent picture of the future of the Pan-American relations.
