INCREASE IN TAXING POWER. (Fumt Our Own Correspondent.) WELLINGTON, August 26. The Land Drainage Act Amendment Bill provides that a rate not exceeding six farthings in the pound may be imposed if a petition has been presented to the board signed by not less than three-fourths of the ratepayers, representing not less than three-fourths of the rateable value of all the properties liable to be rated within the district or subdivision, requesting tfaat a rate specified jn the petition may be levied. All rates imposed under the principal Act are- to be on a graduated scale, except when the Minister of Internal Affairs gives permission for a uniform scale to be employed. When the board considers that lands not included in the district are deriving benefit frotflefits operations it may petition the Governor praying that the boundaries may be altered to include such lands. This petition may be referred to a commisssion consisting of the Commissioner of Crown Lands and an officer-in-charge of the valuation district concerned and .some third person appointed by the Governor, which shall report upon the question raised. If the report is favourable the Governor may direct that the extra lands be included.
