CAPETOWN, November 5. The Transkci Territory is suffering from severe drought. There has been no rain for 12 months. Fodder is at famine prices, and the natives are on the verge of starvation. Tho Transkei Territory comprises all the districts of KeiffrarLa between tho Kei River and Natal. Under normal conditions this is ono of tho most productive regions in South Africa. It has been mostly annexed to Cape Colony since 1877.
