BRITAIN AND GERMANY
BERLIN, April 7. The Taglische Rundeehau stater, that a difficulty has arisen between Great Britain and Germany over the exchange of naval information respecting the foreign warships now building in England, which Germay assumes Great Britain would commandeer in the event of an outbreak of war. The Rundschau alleges that on the outbreak of the Russo-Japanese war Great Britain bought two cruisers that were being built in English yards for South America and handed them to their Japanese allies.
