LONDON, March 28. The St. Petersburg correspondent of The Times states that the Powers are unable to formulate mediation proposals on the basis of Italy's reply. CAIRO, March 30. The Sheiks of the Senussi tribe decline to organise a general movement against the Italians. It is stated that the Turks and Arabs in Tripoli have ample food supplies, but that there is a shortage of ammunition.
