WASHINGTON, March 29. A Democratic caucus adhered to its previous decision not to increase the number of battleships in the present year. The Secretary of War (Mr Stimson) says that the decision is short-sighted and unstatesmanlike, as it will depreciate the military value of the fleet as an insurance against war. The Democrats last night affirmed the absolute necessity of the United States commanding the Pacific.
