A recent visitor to the ( hat hams *z.ya tho people of tho islands appeared io be a happy and contented, community. For anyhing that has been required in tho shape of a church or other building's for the benefit of the people generally they subscribe amongst themselves. They have» a neat little institute, containing- one of tho best libraries tb-o visitor lias seen, and —happy to state—there are no rates and tax.eß, no county or borough councils, and no road boaids; in fact, there ie* no need for tho latter, an there ie only one road.
