LABOUR CONFERENCE. CAPETOWN, January 5. The Labour Conference, which has been sitting for three days at_ Bloemfontein, has recommended, inter alia, the adoption of a' white labour policy; the establishment of a South African defence force, which shall be precluded from operating in the settlement of industrial disputes ; the adoption of bounties in lieu of a protective tariff; and the separation of the whites and natives, giving an Advisory Council to each race. The conference disapproved of the extension of the franchise to the native population.
