RUSSO-AMERICAN TREATY

WASHINGTON, December 19. In a message to Congress, President Taft asks for the ratification of the abrogation of the Russian Treaty of 1832. Deoember 20. The Senate unanimously ratified Mr Taft's notification to Russia terminating the treaty of 1832. The House of Representatives is expected to adopt the Senate's attitude in the matter in preference to the Sulzer resolution. Mr Taft and the Cabinet are negotiating a new treaty with Russia. The best of feeling prevails. ST. PETERSBURG, December 24. The Octobrists have introduced a bill in the Duma in retaliation for the abrogation of the treaty of 1832, whch doubles the duties on American goods, and also taxes goods which have hitherto been undutiable to the extent of 100 per cent, if carried in American vessels. LONDON, December 22. The Anglo-Jewish Association is urging the abrogation of the Anglo-Russian Treaty, which differentiates against British Jewish subjects.
