IMPORTANT PROBLEMS RAISED. OTTAWA, September 28. Lord diaries Beresford, speaking at the Canadian Club, Victoria, said the opening of the Panama Canal would evolve the greatest problems conceivable, which English-speaking nations would have difficulty in solving. It was impossible to alter the strategical position in one hemisphere without altering it in the other. The solution of the problems would depend on the peace of the world. He criticised the Declaration of London as weakening British naval organisation and lessening the protection of trade routes.
