CAIRO, September 28. Lord Kitchener, on his arrival here to assiane the offices of Consul-general and Minister Plenipotentiary, in succession to, the Late Sir Eldon Gorst, was welcomed with tumultuous enthusiasm. Great crowds of natives joined in olap< ping their hands and waving their tap boostaes (red caps).
