STILL UNSETTLED. LONDON, September 28. Reut-Sir's Paris correspondent advises that it is semiofficially stated that Germany's reply to the Morocco memorandum has been received, and that it includes foesh demands and reservations which require serious consideration. PARIS, September 29. M: Caillaux states that Germany's fresh proposals regarding Morocco merely relate to a modification of the formula whereon an agreement was not previously reached, and do not relate to the economic situation, which has been settled. Several newspapers suggest that -Germany is attempting to keep the Moroccan question open pending a settlement of the terms regarding the composition of the Congo. September 29. Notwithstanding M. Caillaux's statement, the newspapers insist that Herr von Kiderlen-Waechter's (the German Foreign Minister) suggestions necessitate a fresh discussion of points that were considered settled, including the economic question. September 30. Germany is seeking an assurance as to the method of executing the economic provisions in the Morocco agreement, being desirous, inter alia, of securing guarantees regarding .the free export of minerals. Some critics urge the Government to beware of surprises, as the new proposals coincide with the discharge of French time-expired . men, the Toulon disaster, and the Tripolitan crisis.
