OTTAWA, July 20. Giving to the serious delays in the completion of the census, the Redistribution of Seats Bill is not likely to be ready before November. Probably the general election will be postponed until the Redistribution Bill is law. The German naval officers belonging to the cruiser Bremen, which is now visiting Halifax, criticised the Niche, saying that it would be useless in. wartime. The matter was reported to the Government, and representations were made to the German Consul at Montreal, who apologised for the indiscretion. The statement is taken to indicate that the Government has not abandoned the hope of wearing down the Conservatives who sit in opposition. .
