TITERI COUNTY COUNCIL.

The monthly meeting of the Taieri County Council was held on Friday, the memoers m attendance being—Councillors W. Blackie (chairman), -j. Gow, R. Robineon, jun., F. Freeman, J. Hay, J. W. Blair, F. Doherty, and J. Allan. CONDOLENCES. . A motion expressive of regret at the death of King Edward VII was carried in the form suggested by the Prime Minister, the same to be recorded on the minutes. DEPOT AXIOMS. D. MTntosh waited on the council to urge the formation of the proposed new road' to MTntosh's, and suggested the steps he thought should be taken.—The engineer said that the line suggested exceeded the grade insisted on by the Government.— After discussion, on the motion of Cr Allan, seconded by Cr Hay, it was decided —" That when the Government has lined out the route which will meet the requirements of the Public Works Office, .the council will act in the direction indicated by Mr MTntosh. John Ballingall, Sutton, waited on the council to explain about the " red gate," which he wanted removed.—lt was decided that the council could not interfere in tho matter. A. M. Sidey waited on the council relative to grading culverts, and metalling: in Concord subdivision. —The county engineer (Mr Couston) read the agreement that had been arrived at, and Mr Sidey asked for modifications. —It was decided that the roads be formed 20ft and metalled 16ft as agreed on. DBAINAGE ON KIHK'S BOAD. The chairman (Mr J. T. Gibson) and tho engineer of the Drainage Board waited on the council with plans re Kirk's road drainage. Mr B. B. Couston, the county engineei - , explained the position, and the suggestions for drainage were considered. After Cr Freeman had pointed out that the council had already passed, at last meeting, a resolution dealing with the question, and therefore, were bound by that motion, unless it was rescinded, the deputation was informed that the matters brought forward would be considered. At a subsequent stage Cr Robinson moved that the motion passed at last meeting of the council objecting to the cutting of Kirk's drain, be rescinded.—Cr Allan seconded the motion, which was carried. Cr Blair moved and Cr Robinson seconded —" That the council withdraw its objection already lodged to the cutting of a drain varying from 10ft to 16ft in width in Kirk's road, provided the road be formed to the same width of formation as at present, and all works to be carried out to the satisfaction of the county engineer." Cr Freeman opposed the motion on the ground that it might lead to legal expense in _ the interpretation of agreements. He objected to the Drainage Board coming into their consideration in any way for the council, and tlje board were distinct bodies and he did not see that tho board had any right to interfere in the construction of county roads. Before they did anything in the direction proposed, the riding interested should give a guarantee against any litigation that might prise. Cr Robinson pointed out that the Drainage Boarcl' had arranged with the landowners to buy the land required for the construction of the proposed drain. The motion was carried, Crs Freeman and Doherty objecting. KEPOETS. The Finance Committee .recommended payments on general account of £5Ol 0s 6d, Charitable Aid account £2OO, total £7Ol 0s 6d. The receints for the rast five weeks were £1095 4s lid. The bank book showed a credit of £275 6s 3d. The report recommended that in view of the amount of credit of the South Taieri special loan interest account, application bs made to the Auditor-general for permission not to collect the special rate for the current year.—Adopted. M ? i? - B ' Coi,ston ' tns ftigineer reported as follows:—Contracts and Works—There are two contracts in progress, No. 163 metalling Maungatua Hill, and No. 163 re-grad- & Crawford's Hill. Contract No. 155. Metalling reads of Outram riding is held back till the contractor for electrical nlant at Mcsgiel quarry completes his work." The authority for the Whare Flat road formation has come to hand, and I have notified the contractor to that effect. The surfacemen are now engaged on the pine culvert work, which was to be carried out by day i a^"' r- The timber f or repairs to Otokia bridge and bridge over the Nenthorn was ordered from Tasmania, and will arrive ear-ly next week, when the work of repairs will be proceeded with. The timber for Henley bridge has been ordered from West Australia, and it is not likely to arrive tor some months to come. The metalling ot Kamsay street, Allan ton, is completed; also the delivery of gravel on the On feiroUiadneld road. The metalling of Clywd street in the township of Arden is in prow®!u £ e road complained of by Messrs Wither Bros., near Berwick has been repaired.—Adopted. Schedule of Allocation.— The schedule of allocation for the year ending March 31, T.' j^ s b een prepared for your consideration. Tire total expenditure contemplated on main roads is £3500. Works for which liability has been incurred amount to £ll7O, and the wages of surfacemen on the main roads amounts to £1075, which leaves only £955 for works of maintenance and new works. It is therefore not possible to provide for the Taieri Mouth bridge out of this year's allocation. I do not think the county will be called upon for its contribution earlier than March, 1911, and the £IOOO can therefore stand over till next year's allocation. I have gone carefully through the various resolutions passed by the council during the last 12 months and the schedule of allocation covers all resolutions relating to main roads. —Adopted. Of matters which were referred to me for report, I have now to advise you:— Mosgiel Duplication Works. —Cr Gow, Mr Macandrew (district engineer), and myself have discussed the proposed deviation of roads at Wingatui, rendered necessary by the duplication works. Mr Macandrew will carry out hie work as far as possible to meet the council's views. Otokia Drainage.—-The members _ appointed to report on the Otokia drainage question met on the ground and ascertained the local requirements and have invited Mr O'Leary to be present to-day to state hie case to the council. Holmes's Trees.—Cr Freeman and myself waited on Mr Holmes. In this case the trees overshadow the roadto the detriment of its maintenance and inconvenience of some ratepa3-ers. ceiv© consideration and we proposed that Mr Holmes should contribute towards constructing a footpath on the lower side of the read. —Adopted on condition that Mr Holmes pays cost of making footpath. The Sanitary Inspector reported that in consequence of dry weather the Ka.ik.orai Stream was very dirty at times. The Allanton drain had been cleaned out and dead cattle had been buried to avoid creating a nuisance.—Adopted. The Ranger reported the roads fairly clear of cattle excepting on Sundays, and on the. 22nd hist. 33 head were found wandering on the Main South road, 23 of which belonged to one man. There were found during the month 55 cows (five different owners), five horses (two owners). The fees collected were £2 6s.—Adopted. CORBESPONDENCE. The- Treasury, Wellington, wrote stating l that the sum of £2 7s lid, gold fields revenue, bad been remitted to credit of council's account; also £2 18s 2d. in terms of section 280 of the Land Act, 1808; and £933 lis 3d, final payment of flocd damage repairs.—Received. The Publio Works Department authorised the sum of £2OO to be expended on the Green Island to Taicri Mouth road; also the sum of £325 on the Where Flat road.—Received. A. M'Lood, H. Heward (Mossiel), W. Bennett, jun., D. Fisher (Middlemaroh), and A. Ralston (Allanton) wrote applying for renewals of slaughtering licenses. — Granted. Mrs J. F. Kempshell drew attention to the need of side protection on the bridge leading to her property. —Held over for consideration. John Sinclair, Berwick, asked that a. lid be nut on the culvert opposite Mr Kempshell's place.—Left to engineer. P. Lcitch, Kuri Bash, wrote on behalf of several ratepayers calling attention to the of the Beach road, south of Brighton.—Consideration postponed. _ Several ratepayers, East Taieri. ren nested the council to continue the gravelline 1 on GladfieM-Owhiro road. —Granted, subject to conditions. James Callaghan, Janefield, asked permission to cross road with water supply pipe.—Received. GENERAL.
