NEW YORK, April 26." Mr Hughes, Governor of New York' State, will succeed Mr Justice Brewer in the Supreme Court after qualifying for the new position during the October ta. Governor Hughes, as a Justice, is expected to hold the balance of power in. the courts in decisions in actions - against the trusts.
