ENCOURAGING THRIFT
LONDON, April 27. Lord Shaftesbury's Thrift and Credit Banks Bill was read, a second time in the House of Lords, and then referred to a select committee. It provides for a central institution of finance, and for rural village banks of a type whereof there are 15,000 in Germany, 2000 in India, and 300 in the congested districts of Ireland. The bill aims at assisting owners of small holdings against money-lenders.
