PARIS, November 9. After the Cnamber of Deputies had adopted the met clauses of the Electoral Reform Bill, with proportional representation, M. Briand, interviewed, threatened to resign if the discussion on the bill continues, when there was barely time to vote on the Estimates and irae >ld : age pensions. There was much excitement, and when the clause as -a 'Whole was -put it was rejected by 291 to 225.
