THE FINANCE BILL.
LONDON, November 9. The Finance Bill was read a first time by the House of Lords. The Times states that on the secondreading stage an official Opposition amendment will be moved, ensuring the rejection of the bill on the ground that the country must be consulted before passing it. . The Glasgow Chamber of Commerce and the manufacturers have resolved to petition the Lords against the Budget. The speakers described the mineral rights duty as mischievous, as taxing the raw material out of which wages were earned.
