CALCUTTA, March 9. The police have arrested a Bengali in connection with the theft of 1601b of dynamite and a quantity of fuses from the Hazarabagh magazine. Seven others were arrested for complicity in an Anarchist conspiracy. A bomb was discovered in the office of the newspaper Englishman, in this city. LONDON, March 11. One hundred and nine leading members of the Oxford Congregation are petitioning for the abolition of the Herbert Spencer lectureship endowed by Shyamaji Kr/ishnavarma, who is living in Paris and stirring up sedition among the Indian students in Great Britain. The petitioners suggest the return of the sum of £1000. March 12. Sir Sydenham Clarke, speaking as the guest of the Lodge of Imperial, Brotherhood of Bombay, which consists of Freemasons of all races who are aiming at mutual co operation, remarked that the Indian system of government was on the eve of great changes. He believed that Ehe changes would be for the country's good, but the success of the changes was dependent on the co-operation of all classes, and all creeds. He rejoiced to associate himseli with a movement to that end.
