REPORTED BY STOCK COMMITTEE. SOME IMPORTANT AMEND. ; ■ MENTS. i (From Our Own Correspondent.) \ WELLINGTON, October 9. I The proposed dairy regulations were re- ! ported to the House with amendments by the Stock Committee this afternoon. The committee has- amended registration fees *to read as follows :■— (a) Not more than three cows' in milk, Is per annum ; (b) more than three but not more than 20, 5s per annum; (c) more than 20, 10s per annwm. The sub-clause relating to the composition of floors of cowsheds is altered "to read as follows : — " The floor of every? cowshed shall .be,jof an. even surface and formed of concrete, •, woody /nr other material impervious to water." It is further provided that the inside of the walls_ and all internal woodwork of every cowshed, shall be thoroughly coated once a year with lime whitewash, being first scraped if necessary. It is provided that no cowshed or other building used for milking shall hereafter be erected within 30ft of any dwelling-house, stable, fowl -house, manure heap, etc., or within 50 yards of any piggery. In a borough with a population of over 5000 persons the cowshed shall not be, erected within 100 ft of any dwelling-house or the boundary of any street or other property. Every cowshed in which more than six cows • are milked, and : which is not provided with sufficient stalling accommodation to hold all the cows ap one time, shall have either (1) a yard sufficiently large to hold the cows brought in at any one time for milking attached thereto, but divided therefrom by a partition or fence, the floor of such yard to be properly laid with concrete, wood, or other suitable material; (2) a yard of such dimensions as aforesaid situated at least 30ft from such cowshed and connected therewith by a race, the floor of which is properly laid with concrete, wood, or other suitable material. , The notice which dairymen are to be re- ] quired to give of any structural alt«raj lions to buildings is reduced from 14 to i seven days. | The clause providing for the straining | and cooling of milk and the cooling of cream has been altered by the striking out ! of the words " by a method apprpved by .' an inspector." The clause relating to the cleansing of utenfiils has been modified by the striking out of the time limit and providing that the cleansing shall be done " as soon a 6 possible," except in the case of the 1 carriage of skim milk or whey, in which case the emptying and cleansing must be done immediately after arrival at the dairy. I In the clause giving inspectors power to - brand faulty utensils with the broad ;airow, a proviso has been inserted by the : committee to the effect that 14 days' , notice must be given. The clause providing for the use of metal labels on cans has been deleted. The provision in regard to the notification of cases of infectious diseases has been retained. The committee has struck out the provision giving power to the Chief Inspector of Stock to appoint an officer to investigate and adjudicate upon disputes in certain cases. In Bringing down the regulations, the Chairman of the Stock Committee (Mr La wry) moved that they be referred to the Government for consideration. An amendment was moved by Mr Okey to the effect that the regulations do not come into force until October 1, 1909. The debate was interrupted by the 5.30 adjournment without the question being put, and it has not been resumed. Possibly, however, there may be some discussion on the subject to-morrow. The regulations as amended provide
