K.Z. BOWLING ASSOCIATION COUNCIL.

The Council of the New Zealand Bowling Association held its regular meeting on the .19th. Mr W. Waddell presiding, and there being also present Messrs W. Dall. W. Allan, F. Smith, and W. Austin. Apologies for absence were received from Messrs O. Gray, A. E. Smith, J. M. Gallaway, and J. Brown. Mr -J. ,H.ain-. He suggested that the j matter be left over to a later date, when the itinerary would come up again for con- ; Bideration. — This course was decided upon ; '■ the Southland people to be informed that f they would be met as far aa possible. I The report and balance sheet of the Dun- ; edin Centre was submitted. The treasurer ; drew attention to the fact that the credit j balance of the centre was larger than its revenue. The discounts shown, he con- | tended, should have been credited to the association tournament. He thought the whole amount paid to the centre secretary should not . have been charged to the tournament. He thought J he centre should have paid back the whole of the £50 advanced instead of deducting £16. It was finally resolved that the attention of the Dunedin Centre be drawn to the apparent discrepancies in the balance sheet enumerated by Mr Smith. A draft balance sheet of --ihe council was submitted which showed that the credit balence wae £165 12s- Id as against £169 2s 3d with which the year was begun. Mr Allem pointed out that" £40 or £50 had been expended before the council took office. — It was resolved * to set up a committee to draft the annual report. Mr Dall moved—" That law 11 in the laws of the game be amended to read : ' That under no circumstances shall the jack be deemed dead, and consequently dead heads will be abolished — unless in the case 'of the jack being broken; that if the jack be i driven beyond the limit of the rink (on i either side) it shall be placed on a' point close to the edge of the ditch and just inside the boundary line of the rink (on whichever side -it is driven out) ; should it be driven over the bank at the end of the rink, it shall be 'placed on the cornernearest where the jack comes to rest. If driven .in a line with the centre of the rink, it shall be placed in the centre of the rink nearest to the ditch."' Speaking, ro the motion, Mr Dall said there seemed to be some misconception about -vvha-t was intended. His reasons for bringing the motion forward was first because of th« motion sent down by Canterbury penalising driving. He was not doing away with driving, and did not want to penalise it. But there wae a - feeling 1 that something 1 wanted to be done with the burnine of heads, especialiv in time limit games. Many did not understand the matter, and wanted the jack, if it was driven outside the rink to be brought back to the nearest point wfcer© it crossed the dividing line, but he would not lilfe that introduced at all. It was' impossible to get the right angle, as tihe dividing line was an imaginary ono, and it would lead to dispute. Therefore, he preferred to name a point richf on the ■°dge of the ditch on either side of the rink. Those two points could easily be agreed upon by the two skips and vnarked before the beginning of the game. He was going to suggest that the motion be sent to the centre for consideration, with a request that one Saturdav'a match be devoted to a trial of it, and see how it worked. They would then see the true result of it. If a bowl was on the point fixed upon, th& jack could be placed close to it on the mat 6ide. If he had fixed upon a point in the oentre of the rink close to the ditoh they might ,«at a skip- building a head there, but with the two point* he would rot know which side to build. He had thought this would be a fair compromise "between- Australians and- those who wished to rjenalise driviner. The Chairman said Mr Dall'p object was to save time. Driving was killing itself. There wae less driving now than ther© was rour or five years airo. Mr Allen said he did not think it necessary to do away with burnt heads. It seemed to him tha-t at the tournament they aimed at jrivin-sr too many erames. They had to devise some means of altering their method of play, which, he thought, was bad, but he did not_ think the council should pass any resolution that would place a limitation on the method of play. H^ advocated that t-hev should lengthen their eames Jo play less of them. There had been a pood deal of complaint about the time limit. Mr Austin said he thought tho true •solution of the matter was to send Mr DaU's motion along to the centre and get them to fcrv the effect of it, and Mr Smith concurred with thi6 view. It was then suggested that Mr Dail s motion be sent to the centres with_ a_ requ«*st. that clubs be asked to put it into execution in tKo first match of the 3*a«on, and report to the centre, and a motion was ca-vried in practically this form. Shortly afterwards the mezt'nrj terminated.
