♦ SIR E. GREY'S PROPOSALS. ROME, March 12. Signor Titoni (Italian Minister of Foreign Affairs) has recommended the European Powers to unitedly support all the railway projects in Macedonia if they are of practical utility, and to inform the Porte that the railways, being a powerful factor in progress, must be regarded as an essential part of the work of reform. LONDON, March 12. Sir E. Grey's note to the Powers suggested the appointment of a GovernorGeneral of Macedonia, either a Christian or a Mohammedan, for a term of years, the appointment to be on the lines of the Governorship of Lebanon. The proposal has created a sensation in Austria, where it is believed that Sir E. Grey has already secured the support of Ruesia and France, and probably of Italy. March 13. Sir Edward Grey has informed Russia and Italy that Britain's attitude is one of benevolent neutrality towards all the Macedonian railway schemes, but that she will not support any of these actively until the Porte agrees to an effective scheme of reforms. Sir E. Grey's Macedonian proposals include an extended judicial reform scheme, and rendering the gendarmerie an effective force. March 14. The Porte has indicated that it agrees to the renewal of the mandates for the appointment of foreign officials in Macedonia for a period of seven years. Wallachian and Bulgarian bands murdered all the monks at the Gallopetro Monastery, at Carafiru, in Macedonia, and also six other Greeks.
