RIVAL CONGRESSES.
BOMBAY, December 30. - Both sections of the Indian Congress mow sitting at Surat will hold^ rival congresses in 1908. ~ / - . The Moderates' have appealed to Lord . Elgin to intervene on behalf of the Indians in tT*o Xranevaal. ,■*•.-* •~ Mil Gaudhi, an Indian barrister, has' been ordered- to"- quit the Rand in 48 hours/ and eight others have also been ordered to" leave -by January 7. All have decided to await arrest, and to take a legal opinion as to their position, with a yiew of appealing. LONDON, December 31. The Telegraph, replying to Mr Gandhi's remark that' the British Government must choose between India' and the other' colonies of the- Empire, says : "Mr Gandhi is eloquent, but wrong. We are not going to coerce our whiter dominions, nor to Evacuate India. - We are unable to exercise the right of veto, which is nominally within the discretion of the Home GovernnMart, without exciting 7 alarm "from "Vancouver td Melbourne. The solution of the difficulty is to make British East Africa ~r colonial annexe." The -Daily Mail says that the emergence everywhere of Indian problems is the most significant fact?of the year 1907. - The Times', in its survey- of the events of the year^ says that Mr Churchill's visit to East Africa has hitherto been spoken of with -much reserve^ but the curious are expecting "details and the promulgation of policy .when Parliament meets.
