LONDON, December 10. It is officially announced that in March next AdmiraFSir A. D. Fanshawe becomes commander-in-chief at Portsmouth, and that Rear-admiral Sir H. H. ' The Spectator and other papers^snpport Mr W..T. Stead's proposal that England should lay down two ships to every one laid down by Germany. The Admiralty has decided that Rearadmiral Sir Richard Poore'e appointment to the command of the Australian Station shall date from the New Year.
