FALL OF PORT ARTHUR
RUSSIAN OFFICERS INDICTED.
SERIOUS CHARGES.
ST. PETERSBURG, July 15.
Details are published of the indictments against Generals- Stoessel, Fock, Smirnoff, and Colonel Prince Reiss, who were tried in connection with the surrender of Port Arthur.
They are charged with making deliberate and false reports of battles which never occurred, of recommending for decoration their own friends and other generals who had lost battles and surrendered fortresses which- had ample means of resistance. General Stoessel also is charged that he notified the Czar that Port Arthur was without ammunition, and could only hold out a few days, though the majority of the War Council declared that there was abundant ammu-
nition, and that the port must be defended.
Early in March it was announced that General Smirnoff had sent to the Czar a secret report accusing General Stoessel of cowardice, favouritism, and incapacity at Port Arthur.
