NEW HEBRIDES.

LONDON, February 14.

The Westminster Gazette states that as Tegards the labour ordinance for the New Hebrides which has been arranged with France, we are not wholly masters, but the new rules are a vast improvement on the old. February 18. Mr Lyttelton (Colonial Secretary in the Balfour Ministry), in a letter to the newspapers, declares that the attempt of the Government in connection with the New Hebrides debate to hide behind the cover of France's responsibility was not very brave. The objections of tha colonies to the terms of the labour system were not mentioned to the French Government.
