OBITUARY.
LONDON, August 4. The Duke of Rutland is dead.
[The JIoH Noble John James Robert Manner*, K.G., G.C.8., P. 0., LL.D., D.C.L., was the second sou of the fifth Duke of Rutland and of Lady Elizabeth Howard, fifth daughter of the fifth Earl of Carlisle, and was born at Belvoir Caatle, Leicestershire, on December 13, 1818. He was educated at Eton and Trinity College, Cambridge, where he graduated M.A. in 1339. In 1841 he wa«. with Mr Gladstone, rt'turnd for Newark. He was defeated in 1843 for Liverpool, and in 1849 for the City of London, but was returned m 1850 for Colchester. and afterwards for North L-eiw-ter-hir^. He made his maidi n speech in February, 1842, when he opposed the repeal of the Corn Laws, and the passing 1 of the Ten Hours Factories Act. and in many matters showed that he held too broad opinions to act always with his party. He became First Commissioner of the Office of Works with a seat in the Cabinet in Lord Derby's first Administration, in 1852, and also held office in Lord Derby' 3 second and third Administrations. In 1874 he became Postmaster-general, and The rabbit-canning experiment, at tne also held that portfolio in Lord Salisbury's Roxburgh factory came to an abrupt terGovernment.
