DREYFUS DECLARED INNOCENT, i AND PROMOTED. DREYFUS AND PICQUART £0 BE ', REINSTATED. PARIS, July 10. General Goree, resenting M. Picquart's accusation of lying-in connection "with the Dreyfus case, challenged M. Picquart to fight a duel. General Gor&e fired and misi«d M. Picquart, who did not return his opporient's fire. •July 13. The Court of Cassation has decided that Captain Dreyfus, who in December, 1894, was found guilty of supplying 1 confidential documents to foreign Powers, is innocent, and ib has quashed the judgment of "Guilty" given by the Rennes courtmartial in 1899 on the ground that it was erroneous and unjustified. The court has decided that no fresh trial will take place. The Government intends to promote Captain Dreyfus to the rank of major, and to make him a Chevalier of the Legion of Honour, and Colonel Picquart will be raised to the rank of brigadier-general. M. Etienne (Minister for War) introduced in.to the Chamber of Deputies, amidst loud cheering, bilk reinstating Captain Dreyfus and Colonel Picquart to their former rank in the army. The Senate, by a large majority, voted money for the erection in it» gallery of busts of Senators Trarieux, Scheurer, and Kestnerj wKo first favoured DTeyfus's inno- - cence, and were witnesses in his favour at his various trials. July 14. M. Emile Zolas remains will be transferred to the Pantheon. During the debate in the Chamber of Deputies M. Sarrant (Under-secretary fox the Interior) smacked the face of M. Pugliesi Conti, one of the Nationalist deputies for Seine. A duel followed, and 51. Conti wounded M. Sarrant in the lung. By a sixfold majority the Senate approved of the reinstatement of Captain Dreyfus and Colonel Picquart. General Mercier declared that the judgment given by the Rennes court-martial was much more convincing thaa that of the Court of Casation. A Senator there--upon ejaculated that General Mercier ought , to replace Captain Dreyfus on Devil's Island. — (Cheers. ) The Chamber of Deputies, by 473 votes to 42, approved of Captain Dreyftuf s reinstatement, and by 477 votes to 27 approved of that of Colonel Picquart, but it rejected M. Pressense's motion for the dismissal of the officers wh& committed the forgeries which resulted in the conviction of Captain Dreyfus and Colonel Picquart. The Chamber by a large majority also approved of a motion rendering homage to th« authors of the Dreyfus revision trial, denouncingthe authors of the conspiracy, and! expressing confidence in the Government toexecute the necessary penal measures.
