THE MOROCCO QUESTION.
«. MADRID, March 21. Austria intends to propose that a superior neutral officer, probably a Swi.^s, be attached to the diplomatic body at Tangier, with power to supervise the eight Moroccan ports and the police. It is understood that in return for surrendering the Casablanca question Germany claims two shares in the Moroccan Bank against France's four and the other Powers' one each. BERLIN, March 26. Germany is much chagrined at the publication by the French paper Temps of Sir E. Grey's instructions to Sir A. Nicholson (the British representative at the Algeciras Conference) to co-operate with Count Lamsdorff and Signor Cassini in unreservedly supporting France's determination to reject the Casablanca, proposal. The publication is due to the persistent efforts of a section of the Geirman press to show that Russia and Britain urged France to make concessions when Germany's isolation was apparent. The North German Gazette minimises the importance of the Casablanca proposal. The Socialists taunted Prince Bulow on Germany's unenviable position in. regard to Russia after Germany's benevolent attitvde during the war, and complaisance in the matter of revolutionary agitatore, which were intended to place Russia under an qblijjatioa.
NEW YORK, March 25.
The State Department at Washington reports the receipt of encouraging news from Algeciras. A successful termination is possible on Monday.
