I The Emperor Josef gave an audience to M. Kossuth and the leaders of the Hungarian majority. He invited them to form a cabinet on the basis of existing military questions, but where concessions ar.e- ;m-possible;m-possible they should be excluded from their programme. j September 25 ! M. Franz Kossuth and other leaders, including Counts Audrassy, Banffy, and Apponyi, have declined to form a cabinet, considering that the Ennperor Josef's conditions are opposed to the standpoint oi the parliamentary majority and to the electors' mandate. LONDON, September 25. The Times says that "the Hungarian crisis has reached a stage of extreme gravity.
