NORWAY AND SWEDEN.
♦ CHRISTIANIA, September 12. The Norwegian journals assert that Russia is seriously considering the establishment of a naval port on tne Murmaman coast, probably at Alexandrovsk. September 13. Sweden's demand for the dismantling of the new Norwegian frontier fortresses and also the ancient Frediksten and Konigsvinger forts has led to increased tension. The English newspapers urge Lord Lans* downe to make friendly representations with the object of preventing a conflict and averting ultimate interference by other Powers. The Storthing objects to the demolition of the fortresses without guarantees, and asks that a treaty of arbitration should be made previous to the demolition, and also asks for the- maintenance of the ancient forts. Sweden favours making a treaty after demolition. September 14. It is affirmed here in reply to Norwegian statements that the Riksdag never demanded the dismantling of the ancient fortifications, but only the dismantling of the new ones, which were erected expressly against Sweden in the last decade. A serious deadlock between Sweden and Norway was reached yesterday. September 17. An official communique (issued as a result of a conference held at Karlsbad on Saturday indicated that an agreement; would be reached shortly. It is reported to be due to the indirect intervention of King Edward, who is said to have suggested through Dr Nansen, who Is visiting London, and the Swedish Minister in England that the fortresses should be disarmed.- and the present armaments nofc increased, and that Prince Charles of Denmark be elected to the throne. September 18. Sweden agrees to a permanent arbitra* tion treaty with Norway.
