POLICE TERRORISED. DEPUTATION FROM THE ZEMSTVOS. THE CZAR'S LAST CHAXCE. ST. PETERSBURG, June 14. The reservists at Bialystck raided tho Jews' shops. The Jews fired on the troops, who returned the fire, killing and wound-, ing many persons. June 15. Four hundred out of 1000 Warsaw police have resigned, o-tting to the many, murderous attacks- made on the force. Even the officers are j^nic-stricken, since the Socialists have sentenced so many of them to death. June 16. The Czar consents to receive five members of the Zemstvos' Congress as private individuals who are intimately acquainted with the country's condition ; but he forbids any reference to the question of peace, and declines the Zemstvos' address, on the ground that it is excessively abrupt. He, however, allows a copy to be left with his adjutant. The deputation claims that the Zemstvos' mandate will not be fulfilled unless all parties at the Congress see the Czar. June 17. The Czar's Adviseis refuse to recognise the representative character of the Zemstvos' deputation, insisting that it is only, an unauthorised deputation from an unV authorised ancl even forbidden assembly. The delegates declared that this was the .Russian people's last appeal to the Czar. Unless they obtained satisfactory as&ur-: ances that the nation woif.d be allowed a voice in the government, and especially the determining of the question of peace or war, the contest would enter on a new phase. The people would resort to passive resistance, strikes, and non-payment of taxes. The Czar's final decision to the Zem-stvos'-deputation is promised for Monday. Ten men entered a chuixh at Libau during service yesterday, and shot with a, revolver and dangerously wouTided the pastor, who has been constantly preaching against mob violence. June 19. There is intense excitement and speculation at Warsaw owing to all the higher officials receiving a confidential circular inquiring where they and their families wish to go in the event of a siege. The circular makes clear that the state of siege is not meant. General Bogoluboff, Chief of the Commissariat at Warsaw, requires immediate replies. Rich citizens are depositing their valu£ible<s in the banks, and obtaining pa.-sports to facilitate their flight owing to unnouis that Hooligans intend to loot the uty. The prosecution of Maxim Goiky, the author, has been abandoned. CONSTANTINOPLE, June 19. Klntrdish cavalry are ravaging the Armenian villages in Transcaucasia.
