Cries of "Down with the Czar!' at a concert in the Pavlovsk Gardens brought two factions of the audience into collision. The cry of '"Troops coming!"' caused a, stampede. LONDON, June 15. Reuter's St. Petersburg correspondent reports that circumstances require tha convocation of the people's, representative* at the earliest opportunity. As soon as the Government scheme is discussed by the Council of Ministers and sanctioned by the Czar it will be embodied in a manifesto or ukase addressed to the Senate. The elections will be held in the summer.The new Chamber will meet in the autumn simultaneously with the Council of State. The Daily Express's St. Petersburg correspondent says the. election will be complicated enough to enable the Governmenfe to pack the Assembly. There is to be a property qualification and elaborate peasant elections, mostly indirect.
