GERMANY AND CHINA.
LONDON, May 19. The German Government states that its sailors only landed at Hai-chau to practise surveying.
The Standard's Shanghai correspondent reports that the incident at Hai-chau was connected with the selection of a landing place.
A Java, Shanghai, and Tsing-tau cable is being laid by Holland and Germany. The Daily Telegraph's Tokio correspondent says that the Germans have commenced laying the Tsing-tau - Shanghai cable without waiting for China's sanction-
