RESOLUTIONS SUBMITTED TO THE
OUTLINE OF SUPERANNUATION SCHEME SUGGESTED BY THE INSTITUTE.
The following is the text" of the resolutions brought before the Right Hon. the Minister of * Education :— ' "1. Thatt-a- eehem'e of superannuation for steachers established upon the most favourable terms possible. ' " 2.' That -a "much-needed reform in the education system is the staffing throughout with ■ certificated teachers, and that,- as a preparation for this reform, the training and selection of pupil teachers be meanwhile improved and systematised. "3. That this meeting is strongly of opinion that the- time has arrived for the payment of teachers to be placed upon, some other basis than that of average attendance, which is unjust and inequitable. That until such time as the payment of teachers' salaries is placed upon a different basis, all half-days upon which the attendance is less than sixty-six and two-thirds of
the roll number for the time being should be omitted from the calculation of the average attendance.
"4. That a code of instructions be drawn, up for the guidance of teachers and inspectors. "5. That the Minister of Education be asked to introduce legislation to centralise the inspectorate." _It was also agreed to ask the Minister to give every encouragement to cottage gardening. It has been reported that the department is about to abolish the capitation grant for this subject, and the institute is of the opinion that it is one of the best subjects in the syllabus, taken sesthetically, practically, or as a Nature etudy. It will be remembered that last month the. combined conference representing the Dunedjn and Suburban Schools' Committees' Conference and the Superannuation Committee (appointed by the Committee of Management of the Otago Educational Institute) set up a sub-committee to outline a scheme to which general support could be given. After details were outlined by the sub-committee, Messrs Scott, Davidson, and Jeffery were appointed to draw up a table showing the results of the conference in comparison with th©
railway and police schemes. This was done and forwarded to the Executive of the New Zealand Educational Institute. At the meeting concluded on Tuesday the details relating to the teachers' scheme_ were considered, adopted in the following slightly modified form, and sent to the Right Hon. the Premier : —
