LONDON, April 17,
Mr Balfour has written a reply to Mr Markham, a member of the House of Commons, regarding M. Estournelle's suggestion to limit the naval forces of ths Powers. He declares that Britain's uaval forces are necessary for national existence, and are kept solely for defence. It is for countries wEereof this cannot be said, or said to the same extent, to initiate suggestions of naval disarmament if they think fit.
