The Daily Telegraph's New York correspondent says that the farmers and merchants in 'the Southern • States proposed to destroy two millions bales' of the cotton crop in order to prevent a sltimp. Twenty thousand - pounds' worth has already been burnt, each State furnishing its quota. /
