JAPAN AND RUSSIA
TOKIO, August 4. The Japanese newspapers assert thafl Russia is building barracks throughout Manchuria and storing rifles at strategic points.
BRISBANE, August 4. The Earl and Countess' of Lonsdale have arrived here after an extensive - tour through China and Japan. The Earl states that lie very much doubts if Russia will ever evacuate Manchuria. In Japan there is a very strong feeling in favour of war with Russia, but, he added, the Japanese are "suffering from an acute attack of " swelled head."
