AN ULTIMATUM TO THE DOWAGER EMPRESS. LONDON, April 4. Prince luan and General Tung Fuh Siang have sent an ultimatum to the Dowager Empress demanding the deposition of the present Emperor Kwangsi and the installation of Prince Fu Chun, otherwise they threaten that the Shensi and Kausu provinces will be declared a separate kingdom with Hsian-fu as its capital. April 6. It is stated that the Dowager Empress has pacified Prince Tuan and General Tung Fuh Siang with money. They had threatened to constitute the provinces of Shensi and KanSu into an independent kingdom, unless the Emperor Kwangsi were deposed and Prince Fu Chun installed in his place.
