THE PROROGATION. LONDON, December 19. The London Water Bill passed in Parliament without opposition. Parliament has been prorogued to February 17. Lord Salisbury read the King's Speech. The Speech is hopeful j in regard to South Africa, acknowledges the nation's sympathy and affection during the King's illness, dwells on the | notable features of the Coronation, the j Colonial Conference, the manifestations ! of attachment on the part of the colonies I to the Motherland, Mr Chamberlain's tour, the sugar question, the Education Bill, the alliance with Japan, the treaty with China, the measures to obtain redress in Venezuela, the improved agricultural outlook, and, in reference to ' India, expresses satisfaction that the durbar will be associated with - a period of unusual commercial and financial J prosperity.
