China is urging Russia to re^ra Manchuria and evacuate Newchwang in return for the Mancliurian section of the Peking-Newchwang railway, as Great Britain is ready to surrender the Chi-li section. Russia's hesitation to comply arouses suspicion. September 15. The Viceroy of Szechuan has engaged a Japanese functionary as adviser.
