In the Legislative Council to-day the Chemfsta Payment of Secret Commission ißfll was road a second time. The feeling cf the Council on the question of "tied houbss" vras shown by the fact that the bill intended to put an end to the system passed sxb Eecond Tea-ding by 15 to 10.
PERMITS TO SOUTH AFRICA. Permits are srill required to be obtained from the Government by persons who desire to proceed to South Africa. From Ist December, 1901, up to the present time 455 permits had been issued.
