THE ANGLO-CHINESE TREATY
LONDON, July 2£The Times Shanghai correspondent states that the Anglo-Chinese commercial treaty embodies a radical fiscal reform. It provides for the x*e-establish-ment of a national currency, the opening of Kongmun as a treaty port on the West River, the assimilation of the mining regulations to those of India., Facilities will be granted to shipmakers to erect or lease wharves, jetties, and! premises on ijiland waters, with a right of acce«. Great Britain undertakes, to relinquish extra territorial rights whew the reform of the Chinese judicial system warrants the change, and also participates in the joint commission representing China at the treaty Powers.'-, investigation of the missionary question,- 1 and devising a means of securing peaceful relations between Christians audrf non-converts. Clause 8, awaiting Greatf Britain's assent, abolishes the likin in return for a surtax of 1£ per cent. The Times says the duty is leviabif under the protocol of 1901.
