AMERCIAN TROOPS WITHDRAWN. INDEPENDENCE DECLARED. LONDON, May 21. President Roosevelt, in a letter to President Palma. expressed friendship and good wishes for the stability and success of the Cuban Republic. The CiVban colours were hoisted amidst great rejoicings. The American cavalry and warships have withdrawn. Mr Hay has notzaed the Powers of the independence of Cuba. The House of Representatives passed a unanimous resolution welcoming the birth of the Repu-blic. i PARIS, May 21. , President Loubet has congratulated i President Roosevelt on the establishment of the Cuban Republic.
