RUSSIAN DESIGNS. LONDON, April 2. The Times Peking correspondent reports that Russia undertakes to withdraw from Nmchwang within eight months of the signing of the Manchurian Convention, irrespective of the arangement for a continuance of the Tientsin Provincial Government. Japanese newspapers assert that Russia's concession in Manchuria is due to the Anglo-Japanese Treaty. Ten thousand troops have reinforced Port Arthur and many have arrived at Niuchwang. April 3.
