THE JAPANESE TREATY
FRANCO-RUSSIAN JOINT NOTE. LONDON, March 20. France and Rn-sia have communicated a joint note to the Power-, declaring that while they approved of the principles of the Anglo-Japanese agreement they reserved the riahfc tt concert measures to protect their interests in th^ event of an aggiV^sive act on the part ~>i a third Power, or fresh troubles in China. The Times says that the declaration is a significant indication of the great .service to the cau'-e of peace which ha-> been rendered by the Anglo-Japanese agreement. France and Russia were seeking to preserve the prestige of China by baying '" Ditto " to Britain and Japan.
