FRANCE AND NEWFOUNDLAND.
LORD SALISBURY'S FIRM STAND* HE DICTATES TO FRANCE. ' LONDON, January 31. Two Fronch factories in Newfoundland hare been horned. Lord Salisbury refused to -compensate the owners. He denied that there had been incendiarism, and informed M. Delcasse (the French Minister of Foreign Affairs) that tho colony was a self-governing one, and able to deal with the matter.
